I started the filter on the basis of an (old) tutorial by Lyle, which reads (maybe not exactly):
Lyle'S Tutorial (initial inspiration)

  First, start with your target image and run lylejk stencil with settings below (5, 10, 0.7)
  Lower radius to get the fine detail.
  Play with this setting gives you either wide lines or closer lines in the end.
 
  Then, you run Anisotrophic smoothing preset. I actually have this setting saved as fake smudge but I went to the actually preset for this flow:
  (330,0.36,1.00,0.50,7.38,0.80,30,2,1.....)
 
  Finally, you run the BW Stamp preset; added just a little smoothing: (50, 0.8, 0.8, 0, invert)
 
  By the way, this simple flow works fine for the oranges image, but for a better added step, you can use convolution to amplify the image's essence.
  I use Bilateral filter for this technique.
  After you do the anisotrophic step,...
 
  Copy the original target above your already processed result and duplicate that.
 
  Then run Bilateral preset on the top layer: (10, 12, 2)
 
  You then set the layer property to Grain Extract and merge down. This is your convolution layer.
  You set this resulting layer to Grain Merge and duplicate several times to taste (i did so 5 times).
  Then you flatten and run bw Stamp. Below's that result:....


Because of the many changes I introduced I did not put Lyle's name in the filter name (too much heretical...).
But I give here my acknowledgment of the inspiration

I tried various runs of the script with success, and found that by not flattening the layers, you can find some very interesting mixes of results between the layers. One of which produces a very masterful watercolor effect. To see what I am talking about, do not opt to flatten your layers and then turn off various layers and watch the results. You'll be amazed at the many other effects you can get just by doing that.

Warning:
to all users who install GMIC 1.7.9
The filter will no more work due to changes in the names of some GMIC filters

Unfortunately G'MIC does not guaranty compatibility among releases even when the change is just done for (let me call this one) "aesthetical" reasons; in fact the name has changed but the use and the parameters are the same.
So please do the following:
1.open the python source
2.locate line 251
3.change it from
+"-gimp_anisotropic_smoothing 330,0.36,1,0.5,7.38,0.8,30,2,0,1,1,2,0,24,0")
to
+"-gimp_smooth_anisotropic 330,0.36,1,0.5,7.38,0.8,30,2,0,1,1,2,0,24,0")


But this is not the only change needed:
hence please:
4.locate line 268
5.change it from
+"-gimp_bilateral 10,12,2,2,0,24,0")
to
+"-gimp_smooth_bilateral 10,12,2,2,0,24,0")


Save/Close. Rerun the filter.
