Next (and it is the same for any Gimp, any platform) look in Edit -> Preferences -> Folders -> Plug-ins for the
correct location of the Gimp user profile. The portable uses
PreferencesAttachment:

Take the 2 files gimp-lqr-plugin.exe & liblqr-1-0.dll and put them in a
folder gimp-lqr-plugin (same name as the plugin without the .exe) Put that folder in the Gimp portable user plug-ins directory.

Note: It is not necessary to add paths in Gimp 2.10 Providing the folder is
the same name as the plug-in putting the folder in 'plug-ins' is all that is required.
