Just putting this out there for anyone else who has looked for this plugin. It works on 2.10.18

It's the last one in the zip file: 64bits zip

Rick2005 compiled this one and it works fine in Gimp 2.10.18 Linux-64 if anyone wants one.

What does this do? I didn't know tools could be compiled without building Gimp from source.

Basically clones a layer to repeat in a circle fashion in order to create mandalas, etc.
