A few comments:
- forget <Image>, the menu "Diego" should appear on top as your friend told you
- better never to insert additional plug-ins into the system plug-ins folder, always use the Users/*your name/...plug-ins as MareroQ indicated
- also, better put additional plug-ins into a folder under the "plug-ins" folder
I can't show you my set-ups because since years I do not use the official Gimp release, but the samj's portable package (which I recommend but this is my opinion of course; I recommend it because samj is "portable" hence no register entries are involved and many release errors are fixed and old filters updated).
Waiting to see what you get following MareroQ indication.

I have downloaded the latest stable version today of GIMP 2.10.28 and the filter works!!! :yes

Here is a quick try of one of my own 3D Daz Studio renders using this great filter. I need to play more still with it. Thank you again for this great filter!

Here are a few of my own 3D scenes I have done in Daz Studio using the crochet look filter.
I prefer my own work to share as to not have copyright issues.

I have played more with the settings and added blending modes such as screen and linear burn.
The linear burn blending mode I used on my toon house scene brings more color out.

Good to play with modes, you made excellent outcomes, Laura.
I enjoy your tests, thanks for sharing them.

As far as the source of images is concerned, you can try sites with many images no copyrights, like
PEXELS, PIXABAY, CLEAN_PUBLIC_DOMAIN, UNSPLASH, etc
