Gradient tool Black to White > Mode difference, Shape square, Repeat Truncate, check Dithering
Then repeat many-may times like on the video the Gradient on a white layer to get something like the little mess below:
Then for the Emboss, I prefer the one from G'MIC instead of the one from GIMP
if you use GIMP's Emboss go very low level (Filters > Distorts > Emboss)
