Links to plugin versions, suggest using the last one:
Version 1.0.0 Menu: Python-Fu -> Rotate Hue
Version 2.0.0 Menu: Filters -> Animation -> Rotate Hue...
Version 3.0.0 Menu: Filters -> Animation -> Rotate Hue...

I used Colours -> Hue Saturation and repeatedly changed the hue.

The hue goes from -180 to 180 so that's a total change of 360.
To wrap cleanly change the hue in steps that divide into 360.
For example I used a step of 20 which gave me 360 / 20 = 18 gif frames.

The process is:

Make some text filled with a colourful pattern, I used a pattern made with the Full saturation spectrum gradient.

Duplicate the text layer.
Colours -> Hue Saturation
Set hue to -180

Duplicate the original text layer.
Colours -> Hue Saturation
Set hue to -180 + 1 * step (in my case step was 20)

Duplicate the original text layer.
Colours -> Hue Saturation
Set hue to -180 + 2 * step

Repeat duplicating the original text layer and setting the hue incrementing hue by step each time until it's 180 - step.

Delete the original text layer.

Add a background to all the layers.

Save as a gif.

Experimented with teapot's method of making hue saturation gifs. There are a lot of possibilities and for me quite tricky to get right. :)

Result with color changes after adding rainbow color to monochrome rock painting and then processing negation without gmic dream smoothing

Hue saturation gifs
You only need to divide 360 by how many frames you want (18 x 20 = 360).
Duplicate first layer 17 times and go thru the -180 to + 180 in increments of 20.

I also processed the frames with G'MIC smooth abstract and then did the hue saturation again. I probably should not have used drop shadow on the first try :)

Rotated hues on 2 canvases. On the first I selected by color on text with a clear background. On the 2nd applied a different gradient in the opposite direction. Used ofnut's 'interleave layers' to merge. Also used 'rename layers' with (20ms)(replace).

BTW. I open images like this one in a new tab and then bookmark it. Then I can post it without uploading again when a newbie arrives :)

Yes it works well on any image. This was a HiRes 3D fractal image. No Gradient applied at all :)
