I used Colours -> Hue Saturation and repeatedly changed the hue.
The hue goes from -180 to 180 so that's a total change of 360.
To wrap cleanly change the hue in steps that divide into 360.
For example I used a step of 20 which gave me 360 / 20 = 18 gif frames.
The process is:
Make some text filled with a colourful pattern, I used a pattern made with the Full saturation spectrum gradient.
Duplicate the text layer.
Colours -> Hue Saturation
Set hue to -180
Duplicate the original text layer.
Colours -> Hue Saturation
Set hue to -180 + 1 * step (in my case step was 20)
Duplicate the original text layer.
Colours -> Hue Saturation
Set hue to -180 + 2 * step
Repeat duplicating the original text layer and setting the hue incrementing hue by step each time until it's 180 - step.
Delete the original text layer.
Add a background to all the layers.
Save as a gif.
