Someone requested an XP compiled version that would open large images with no errors so i did.
Tested in Gimp-2.6.11 Windows 32 bit xp only on a 3268x2092 size JPEG image.Worked flawlessly. :)
Zip attached just place in the plug-ins folder and you will find it in File>Save For Web.

Enjoy!

PS someone wants to please test in Gimp-2.7.4 - Thanks!

Tested on Windows XP 32 bit Gimp-2.7.4, and it worked great on a 3453x2336 image

Still need to test in the newest Gimp version though.

I do not believe so but i have successfully added it to Windows Gimp-Portable 2.6.11 32 bit, and the new foreground select tool fork of portable Gimp-2.7.4 :)

You may be able to coax Partha into a full blown Python install. The source files are still available.
Actually i have them if he needs them.

I would rather coax you Rod as I don't know partha But as a last 'horah' to 2-6-11 it would be nice to have it compiled with some good plugins. A sort of collectors Edition

Uploading the file now.
Once you unzip it be sure and edit your python path correctly in the pygimp.interp file.
Gimp_Portable-2.6.11\GIMPPortable\App\gimp\lib\gimp\2.0\interpreters
For instance mine reads -
python=F:\Gimp_Portable-2.6.11\GIMPPortable\App\gimp\python\pythonw.exe
/usr/bin/python=F:\Gimp_Portable-2.6.11\GIMPPortable\App\gimp\python\pythonw.exe
:Python:E::py::python:

You will want to adjust the path F:\ - ie ... anything before Gimp_Portable-2.6.11 should be edited to the path you installed it to. :)
There are a few deprecation errors (pycairo, object, and gtk), when firing up the Python Console but they don't do any harm or hinder running the python scripts.The console still works.

Download is here
Gimp-2.6.11 Portable with python 41 mb

Any questions just PM me.
