Cartoonizer, a new plug-in created by Tibor 95 ( http://code.google.com/p/cartooner-color-reducer/ ) :jumpclap

Filters -> Artistic -> Cartoonizer

I was also able to compile this for Fedora 32 bit.
A very cool filter.It has many adjustments.

With MSYS, you can edit \etc\profile (win 32 bits) and modify, start terminal and test :

export CFLAGS LDFLAGS  xxxxxx yyyyyy zzzzz




xxxxxx yyyyyy zzzzz = others variables (PATH , etc.)

I compile on Windows 8 64-bit (plugins 32-bit and 64-bit versions).
The compilation also works under Vista 64-bit.

Have you tried installing MinGW-w64 to compile 64-bit?
