You could use Fencepost animated snow or you could just use a background with snow or you could also use some snow flake brushes. You could even just paint some different sized dots and blur them in their own layer. There are many ways.

Here are three grayscale brushes I made from Wallace's black ones he posted. You could use a white forground and make them different sizes but not too busy.

Wow, that is much better, I love the gold border. Fencepost animated snow is posted below along with FP-animated settings you can use to adjust your speeds etc.

Thanks Odin and Wallace,
I am having too much fun with this and Now I am trying it again with different colors. It took me most of the day for the one I posted, there was a lot of trial and error. I also thought I had tons of color emaps but not all the colors I was looking for. Guess I had better get busy and colorize some of the ones I have or make more.

@Odin, yes, I had to run the script and change the emap for every section.
