Willy have you tried setting your tile cache size to 1/3 - 1/2 your RAM speed?

Set your processor numbers correct also.

I had to download portable 2.8 again, I removed the older one that I had. I really don't enjoy flip-flopping from one Gimp to another and I don't like the new 2.8 full install.

Your only other option is try a portable gimp-2.8 for playing with newer plugins and scripts. :ninja
The plugin is written in the gimp-2.8 api. You could try contacting the author for a gimp-2.6 supported plugin.

I used Partha's protable 2.8 to make this using the Luce plugin, you better put your :sglasses on, it's a little bright. :hehe

Thanks for the info Rod!
I have a question. Is it not possible to comment on gimp plugin registry anymore? I see that there is only a section below to open questions.
I also can not give votes.

Just Firefox and Opera shouldn't be anywhere near taxing on my system. It could be avast maybe? I have most of it's realtime garbage turned off though
