Thats why it didn't look odd to me that the white layer had a different measurement.

Not sure why the first screenshot in the tute shows 800x600 but everything should be the same size. This is assumed in the tutorial's text, which never mentions changing the size of the Bump Map.
Now, the size of the Environment Map you use makes a big difference in the final results. If you are creating a Topographical/Cloud style Environment Map, generated from a gradient with the EnviroMap script, you'll just have to experiment to see what gives you the best results. The EnviroLogo script generates the Environment Map to be the same size as the image you're using, which seems to be a good staring point when using a gradient based Topographical/Cloud type Environment Map.
However, if you are using an image, a gradient or a seamless pattern as your Environment Map, the Map should be at least twice the size of the original image, perhaps larger in some cases.
