Is there a way to edit layers without deleting them and starting a new layer?

Example: I am creating a border on a separate layer. I have set the X and Y sizes. As it turns out, I need to adjust the the X and Y sizes. So far the only way I've been able to adjust this is by deleting the border layer and creating a new one.

Please help!

Try right select layer | Scale Layer.

Thanks, Odinbc!

I tried that but, unless I am missing something, it seems to only change the over all size of the layer. I'm actually trying to change the thickness of the border edges. The only way I've found to do this, after initially setting the X and Y sizes, is to delete the entire lay and start over. Is there a better way of doing this?

You can fix this easily enough by selecting the inner part of the frame with the magic wand tool and go to select grow. This grows a selection within the frame boundary. You can now cut out part of the inner frame by hitting the delete key.
You can do this with the outer part of the frame also if need be.

Actually to avoid rounded corners do it this way.
Select the inside frame area with the fuzzy select tool.
Now select the rectangular select tool and click on expand from center in the tool options dialog.
Click anywhere inside the rectangular selection.
Now re size to the desired frame size.
