Gimp can many - it also
1 Change png to xcf (batch - eg using export_layers.py http://registry.gimp.org/node/28268)
2 Use the BIMP (http://www.alessandrofrancesconi.it/projects/bimp/) and my plug-ins Alpha-to-path-non-interactive.py (the default background color - white - can be edited on the other - in a notepad). However, for multicolor background score will be bad.

Check brush fonts category from dafont.com to find a good text for the slogan.
Maybe some of these?

http://www.dafont.com/brushtiptexe.font

I would make it in Inkscape and use skew or some other transform method to get as close to the 100 as possible.

It might need a bit of editing but, ShockTherapy BB Font Family might work for you.
