Click on the scale tool, where the cursor is:

See where it says height. Click on the arrow up/down button, where you see the cursor at. As long as the chain to the right of the cursor is unbroken, it will just scale the height. If you click on the chain, and make it whole, whether or not you click on the arrows for the width or the height, they'll move both sides. Make sure to have your owl layer selected, of course:

Hope that makes sense.

EDIT: I have the cursor pointed to width, instead of height, but you get the drift.

Note that it's also better to scale an image down then it is to scale an image up.
I always use an image that is somewhat larger, (but not too much larger) then what is needed. So that it can be scaled down rather then scaled up.

According to "Gimp Documentation", 6.15. Scale Image...
"If you enlarge an image beyond its original size, GIMP calculates the missing pixels by interpolation, but it does not add any new detail. The more you enlarge an image, the more blurred it becomes. The appearance of an enlarged image depends upon the interpolation method you choose. You may improve the appearance by using the Sharpen filter after you have scaled an image, but it is best to use high resolution when you scan, take digital photographs or produce digital images by other means. Raster images inherently do not scale up well".

Since you are only stretching in one direction, the liquid-recale-tool should really do a nice job. It would strech non important areas more that the key part.

Another way to stretch an image while preserving selected areas is to use the, Liquid Rescale plugin.
