I'm making progress, now I can resize the pencil.

However, I cannot use the pencil! There is a circle with a diagonal line through it -- I believe it represents "you can't do that" -- which is displayed above the pencil icon, and my attempts to draw with the pencil (click left and drag) have no effect.

The pencil tool is selected in my "Toolbox - Tool Options" window, the foreground color is black, the opacity is 100%

Is there a "make the pencil work" button anywhere?

Do you have a selection on that you are not aware ot. go to selection and click none and see if that works. OR, do you have a floating layer that needs to be anchored?

YES!

The remark about layers got me pointed in the right direction... There is a "Lock" button made visible by clicking on the Layers tab (in the Toolbox window), and it needed to be toggled.
