No matter what settings I try,the fence keeps coming out with cuts.
I can't get it to make a perfect roll
Any idea why?

The original image needs to be "tileable". This means that that left edge matches the right edge such that placing two copies side-by-side results in a continuous image.

specifically in your case, it's a bit confusing:

the pattern itself, that you used to create the first step ("Chainlink-Fence")
IS tileable.

But then you created an image out of it, which was NOT tileable,
and you tried to create a closed object from the 2nd, non-tileable image.

here i verified that the first step will be a tileable image, by cropping where necessary;

(one of the 2 images is APNG, may not be supported in chrome)

Thank You for Your answers, but even when I made it tileable, I still had to scale with broken chain to get it to match

Just a thought. you might get a better seamless .pat if you use G'MIC, Arrays & tiles / Array [mirrored] (Array mode: xy-axes) first and then Map / Seamless. This reduces the .pat size by 4 so play around with the initial canvas size. If you crop a selection for a new .pat run Map / Seamless again.
