This script will take your image and create a colored pencil with a color overlay effect on it.
Here is an example of the default run mode results.
If you make the colored and un sharp mask layers invisible you get a David Hill type effect.

Original version - CAN be added along with new version without any problems.NO Gimpressionist effect.

viewtopic.php?f=9&t=13339&p=180927#p180927I added the gimpressionist preset setting "grafiteforcolorpencil" to the filter. Also i added an untouched layer that will be the original image "untouched" by any effects.

Unzip and place the SCM file in the username/.gimp-2.8/scripts folder and place jamac4ks preset WHICH IS INCLUDED in your username/.gimp-2.8/gimpressionist/preset folder.

NOTE:I have the string set at grafiteforpencilcolor NOT grafiteforpencilcolor.txt. So if you have already added the TXT file you may want to use the one in the attached zip file instead. Otherwise i am not certain the preset will work.
Dialog has options for contrast and all three layers can be modified with layer modes and opacity. The filter defaults are the best it seems but feel free to test away and see the results you can get.
