Basically i ran my own filter Crystallize on the channel. Default settings
Use the Crystallize filter 3x on the channel while it is selected Hold down alt while clicking inside the channel image (next to the channel layer) this selects the text inside the channel.
Run crystallize 3x and then
copy visible-
create a new regular layer and
edit>paste into. Anchor the layer-deselect it.
Copy the original text layer-name it plasma.
Alpha to select the text layer-original. Fill with a color i used 0a80a7.
Now use levels on the anchored layer.To your liking.
On the plasma layer you need to use plasma 2 any seed you like on grayscale.
Copy the text layer and place on top and set in ADDITION-MODE if you want to control the ice melt effect.
Control it with opacity.
Fragment is just a test script. I am using linear mblur to try and get a decent fragment effect. The script isn't finished yet btw.
text layer NORMAL-MODE
plasma layer - SCREEN-MODE
channel layer with crystallize effect set to NORMAL-MODE - opacity 61.6
Now just create new from visible (bg invisible) On the visible copy run wind for ice and levels a bit to your liking.
OPTIONAL top text layer - ADDITION-MODE
I also created a bluish and white radial gradient for the bg layer. hth
