Hi.

Nightly builds provides snapshots of the upcoming GIMP 2.10. And as a windows users you do not have to build from the source, you only download the file 32/64 and unzip. There is a file within the unzipped folder for launching GIMP.

Please, the version there is still unstable (work-in-progress) and is meant for testing purposes, but fun to check it out too.

I've tried several times to access both the 64bit link and the 32bit using Chrome, Opera, and even edge as a last resort. Still no dice. If board rules permit could you reply w/ a direct link to the 64bit file?
