I found this when I searched this issue. See if any of this helps.
This issue might occur if the Internet Explorer settings are set incorrectly of if the system files associated with Internet Explorer are not working properly.
Let us follow these methods and check if the issue persists.
Method 1.
To start with you may close all windows and restart the computer once to check if this helps.
Further, you may run the Internet Explorer performance troubleshooter.
- Press the ‘Windows key + W’ key on the keyboard.
- Type Troubleshooter in the Search box and then press Enter.
- Select Troubleshooting. Click on View All and select Internet Explorer Performance.
- Click Next and follow the on-screen instructions. Once this is done, restart the computer and check if the issue persists.
Method 2.
Open Internet Explorer in no-add-ons mode and check if you’re able to load the websites.
- Press the ‘Windows key +R’ key on the keyboard.
- In the Run window type ‘iexplore –extoff’ and click ‘OK’.
- Now try to open the websites to check if you’re able to load the websites.
If the issue doesn't persists, then it is sure that add-ons was the reason for this issue.
You can try the steps provided to enable add-ons individually to determine which of the add-ons may be causing the problem.
a) Open Internet Explorer on desktop.
b) Click the Tools button, click Manage add-ons, and then click Enable or disable Add-ons
c) In the show list, click Add-ons that have been used by Internet Explorer to display all add-ons.
d) Click the Add-ons you want to enable, and then select Enable.
e) Repeat step (d) for every add-on you want to enable.

You can try to reset Internet Explorer settings to default and check if this helps.
- Press “Windows key + R” to get the run window.
- Type “inetcpl.cpl” and click ok to get the “Internet Options” window.
- Click the “Advanced” tab and click “reset”.
