Dup, Rodilius (25 orientations set to dark) set to grain extract, merged down and auto-leveled, then dupped that result and blended of Anisotrophic smoothing.

Ran Fractilize and then set to lighten and overlay (2 layers). I then ran a star filter to create the star background which I set to lighten and a dup of the previous effort on top set to color. Didn't save the XCF file but not hard to tweak the opacities of the various layers to get the effect. :)
