There's lots of ways to create a Glitch Photo Effect. You can design it manually using tools like GIMP, Inkscape, Gravit Designer, etc: or you can use a generator that creates the effect for you saving you time and money.

The image above was created using Onetap Glitch (yes it's free).

However, keep in mind this generator does not give you complete creative freedom. Although I thought I'd share it as it can be very handy in future projects.
