This simple plugin was supposed to be part of:

Due to some users' problems related to using it - that project was terminated until a solution was found (now I suspect that Windows 10 in some settings blocks the script-fu background call - but the reasons may be different).
There is a piece of code left, so I'm sharing it with You.
Basic assumptions:
- in menu GIMP: Filters/Decor/Create border step by step...
- based on the set colors FG and BG,
- repeating to add another frame (so a free margin should be used at the end),
- the frame is created using paths that can be used to obtain additional effects,
- additional effects attached:
CUBISM, EMBOSS, GIMPRESSIONIST, MOSAIC, PIXELIZE, RIPPLE, SPREAD, VIDEO
they work interactively (calling the plug with a preview of changing selected parameters),
- since version 2.10 some of the plugins used have been replaced by GEGL which until now can not be done from the level of the plugin,
- the missing plugins attached come from GIMP 2.8.22 and work well in GIMP 2.10 - but I only have a 32 bit version
