You can install linux on a chromebook, I have a Bodhi linux on an Acer C720. The more usual route is using crouton see:

Did you set Gimp up that way from the default 3 window mode? Can you get back to 3 window mode? Windows -> Single-Window mode toggles.
Can you revert to default settings? Edit -> Preferences -> Window Management -> Reset Saved Window Positions to Default Values.
Edit: Afterthought: Are you using the computer trackpad? Is the left-click-hold-and-drag working? Try pluging a regular mouse in.
