Get a not installed message (1) You need the local help files installed. Probably not in the portable version because of size x number of languages.
The problem with the portable version is the Gimp Windows help installer will not install unless there is a regular version (2) .. No reg entry / no use.
You can unpack the Windows help installer. It is a Inno-Setup package and unpackers are available. (see:
https://constexpr.org/innoextract ). Done it for for the french version, on DropBox here:

Unzip that and copy the whole folder help to ..\Gimp-2.10.21_Portable-32-64-Win\share\gimp\2.0 (3) The contents look like (4)

Check in Gimp Edit -> Preferences -> Help System that local and Gimp are used (5)
Check with the F1 key. (6)
