I do not know where Rod's portable version is.
The Gimp devs do make it easy for you, but my take on it.
If you go here:
https://gitlab.gnome.org/GNOME/gimp/-/p ... _schedules. Click on the last pipeline entry for windows installer.

That gets you to here and click on the win-installer-nightly to download a zip file.

Tried in a Win7 VM, 64 bit and it works. I still think it has one of the ugliest UI's of any Gimp.
