Not the first time that I've noticed (from others) that a GIMP plugin won't work under the portable GIMP version. Don't use Portable GIMP so I don't, unfortunately, have a solution for you O.

Well, finally. For some reason the install file made a folder in my plug-ins folder named, gimp-cit-0.1-64bits. In the folder was the file named clone-layer.exe. I moved clone-layer.exe out of that folder and moved it directly to the plug-ins folder and it is working now.

Later note: I see what I should have done now. After I unzipped the plugin, I should have double-clicked the resulting folder, copied clone-layer.exe and put it into the plug-ins folder.

I'm just not used to Windows anymore and I'm like a noob in there.

Now, to figure out how to use it. :puzzled

Excellent news and cool result use made O. Glad you got it to work. I still have high hopes that David (G'MIC) will port this baby into G'MIC so I can have it work in 2.6.11. There is a Script-fu that can do this too, but it's slow and doesn't have all the features that this plugin has. :)
