This is a plugin that inverts transparency with a color fill and then blurs it to make both a background fill and inner glow combined. In simple terms it renders a fill expected on the background layer below on layers above.
Please imagine a three layer setup based on the image providedLayer 3: a turtle removed from the background (duplicate)
Layer 2: a turtle removed from the background
Layer 1: the turtle with the background

Apply the effect on layer 3 and make sure to take advantage of the image upload feature that currently only works in Gimp 2.10. Layer 3 is above all other layers, that is what gives it the name "background on top"

Then Restart Gimp and go to GEGL Operation and look for "Background on top"
If you use Gimp 2.99.16+ it will be under filters>Light and Shadow but
2.99 WILL NOT work with the image file upload feature.So yeah, this plugin is really interesting because it is a mix between a background fill and an inner glow effect. Feel free to talk about it or do whatever you want with it in the comments section.
