Yes, there are 2 just as you are stating it should be.

After messing with a good bit of the filters, the only one that worked was the lighting one. However, it took it forever to work.

Now restart Gimp and see if any error messages appear in the console.I doubt there will be any but it can't hurt to try.Gimp can usually tell you what is wrong with it.

I thought I might have posted this, so forgive me if I am repeating myself.

When I create new, and have the blank image up. If I go to tools, click toolbox, then click the image, I get a dotted outline of the tool that I have selected. So if I have the paintbrush and pick one of the choices it will s how up as a dotted outline and last for maybe 3 seconds and then it disappears.

I'm not s ure if this will be of any help in figuring this out or not.

I don't remember you telling us. What does you CPU meter looks like when you do that? Pegged at 100%?

In "Edit/Preferences", "Image windows" tab, what settings do you have in the "Mouse pointers" section?

cpu is at 13% when I click the tool box and create the outline of the image. However, when the program is opening it is at 100%

the mouse pointers section states:
Show brush outline, & Show pointer for paint tools

It is probably a long shot , but have you tried to increase the caching limit? If it is left in its newly configured or reset state it is only 3 Megabytes. If you are running winxp 2sp , It should be set to about 1-2 GBytes. (Edit|Preferences|Environment) Mind you ,it should work with three MBytes, but I have never heard of this behaviour and you are not seeing error messages. It will take you 1 minute to try this.
