I just ran my ripple script on the blur layer after to make it look like pebbled glass:

@paynekj, I like your last design.
@RobA, interesting result

It seems to add noise/texture is necessary to work with one of the two layers that have associated a mask. The named "copy of name-image" and "Highlight". I said earlier I do not understand well the use of masks. But I have seen better results if you apply the effect on the mask in layer "Highlight" or on the image of layer "copy of name-image" (not on the mask in this case):

this give me a nice the "Sherlock Holmes Cyber Lens" filter
(you chose the Radius of the lens, and the task as example refocus, Cartoon reference,Details enhancer)

if "refocus" is selected a new duplicate is create above and blurred and the lens copied as Layer mask
so it will look as the lens may refocus

Same but using a cartoon filter: will look as the lens may recover the original photo used as reference from the cartoon

Humm ...a good Sherlock Holmes Lens should offer a magnify factor but this maybe would complicate much the coding

I explained well the idea ?
