You know me and tuts PM; I will give you my flow though. I first run the Voronoi Stipple program on the target. The target itself is key though. You have to pretty much flatten the light. I just use G'MIC's Gradient Norm preset increasing both the Smoothness (soften the edges) and Min Threshold (darkens but also, more importantly, cleans the noise some). I then dup the result and set the Top to Grain Extract and decrease Opacity to 50%. No, I feed this result into Voronoi Stipple. I open the resulting SVG file in Inkscape and run a variety of presets. First, I run Cracked Glass (distorts the circle into something that looks more like cobblestones; sometimes I do this step multiple times). I then texture it some by running the bark preset. I then add some gloss by running Jam Spread preset. I then port the result in GIMP and colorize the stones (many ways to do this; I create a white cutout of the stones and then use G'MIC's Shape Average and that result I blend in with the stones (using various layer properties such as color, overly burn, etc; sometimes all the above. Do this step at the seat of my pants.). Forgot to add that I do squeeze the stones closer together using G'MIC's morphological filter (dup the stones and run it on the lower layer; still some more nuances then that though).
