the turquoise lines:i started with this element, duplicating, arranging and trying things out

i ended with something that had two layers full of this element, one rotated by 90°
i filled it with red and it looked a bit like asian characters, but didnt use it

when i needed a texture i alpha selected the shape, shrank by 2 and deleted so i got these lines
(i think i inverted the selection, dont remember exactly)

locked the alphachannel to paint over with turquoise, duplicating and then recolor in a darker blue, put it underneath and offsetted by 2px so it looks less flat
layered a few of these elements and erazed parts of it
the blue stripes where done with a rectangular selection (rounded edges) filled with the 'Warning!' pattern
changed the colors to blue and got rid of the white with color to alpha
there are three layers:
the original, a blurred one, and one with motion blur
the outline is done with alpha selecting the text, growing by two and deleting from the stripe layers
