Have you tried merging your layers before exporting as PDF, save your image as an xcf before this

Try Layer > New From Visible.
Export that Layer.

Edit,
Graechan, I just noticed yours as I hit submit :bigthup
NikkiParker, Either method should help.

Sorry to disappoint you but GIMP isn't the best tool for creating PDF files. It's a well known issue.
The possible problem here is probably Pango, open source unicode text layout engine, used by gimp.
It does not handle well some custom non-ttf fonts.

Always use the right tool for any task. There are hundreds of free PDF creators, runner-up is probably Scribus, it has more robust library core for eps/pdf file formats.

Top picture (gimp main window screenshot) tells me that your image has at least two layers, one of which is much smaller than the image size.
Text layer outline? That could be causing the problem. Either do as Graechan and Odinbc say or set all layers to image size before saving as pdf (right-click on layer and find the option in drop-down menu).

For all my pdf's I copy and paste what I want into LibreOffice Writer and save as pdf, If you are using Windows, Microsoft Word also works great.
I think this does a much better job than GIMP.
