I am familiar with that window but it's never been much use to me. I do a lot of renders and I'm always zooming in and out with a lot of panning using the keyboard shortcuts. Same with the new view in single window mode as it just opens in another tab.

I would recommend hitting Tab key to return focus back to canvas.
Click on layer>rename>Enter>Tab>Spacebar>pan
But then again, if you are reluctant to adapt your workflow you can always switch to multiple window mode in 2.8.
I tend to agree that it could be a bug, but was hesitant to say so since I haven't found anyone else bothered by it.
I was using the rename example to show what happens after I do anything in the layers panel and then hover back over the image to pan with the space bar. Usually I am reordering a layer or changing visibility and I end up hitting the space bar or a tool shortcut while hovering over the image like I used to but it never loses focus in the layers panel.
I tried your suggestion but it doesn't seem to work for me. Tab just tabs through the controls on the layers dialog. I even went through renaming a layer to follow your example exactly, but still no joy.
It's not that I'm reluctant or unwilling to change my workflow at all. I just want to find a new one that works. If I have my image zoomed out, I can click around the canvas to bring back focus, but of course some tools work there too and I have to Ctl-z if it's something like the path tool. I could select a new tool via mouse, but that defeats the purpose of shortcuts. I was just curious if I had overlooked something, or if someone had a better way. (or it is indeed a bug.)

Edit: I guess I was using the wrong search terms when investigating this before. It has been talked about and it seems that there is no real solution other than to make as many shortcuts as possible to never have to give focus to the layers panel. I already have too many shortcuts to remember so I'm gonna search for another solution.
