No problem. This also works in GIMP 2.8.1.

I believe the available actions/events are,
what can be used.
I do not know of a way,
to create a new or custom event/action.

However,
there is a event,
which is: Increase Brush Size Relative.
You can try this setting.

I use a mouse, that has an infinite scroll wheel.
If I push the wheel up or down.
It will continue scrolling,
until it runs out of steam,
so to speak.

you're lucky

my mouse is not terrible (Microsoft wireless 3500) and use a lot of batteries.
