I originally thought the tuts and resources here required GIMP 3, but I notice your signature says you use Gimp 2.10.30, so I might just have a look and see what it is all about

This process of creating a form of a cross-hatch sketch will work with older GIMP Versions.

You could probably use WIND filter to do this, if you have two layers of the same effect going in opposite directions and then used opacity to merge the two layers.
