Location: Native to NYC living in Arizona, Gimp 2.8 - 3.0, Win 11 PC.
This is how you change the cross hair to a pointer.

Go to Edit>Preferences.
Image

Once preferences opens.
Go to Image Windows and under Mouse Pointers select Tool icon.
