There is quite a difference, stippling applications like StippleGen2 can calculate the voronoi path over and over to make it perfect.
Couldn't get the old voronoi stippler Lylejk uses to run on Win10 64-bit.
6070 stipples, min dot size 1.25 (too small for marbles if you're doing them from pixels, but in my workflow they will be done using the generated .svg voronoi path), dot size range 1.15.
Each generation, of the 30 took about 15-20 seconds to finish.
The image used for stippling was washed-out version of the original Trump image.

Stippled. I think this is good base because the stipples scatter over the canvas fairly evenly.
You just can't make it out well in BW.
