It was fairly simple to do,
there really wasn't mush to it.

A black background with a soft white brush, hardness of .025,
used to freehand most of the main detail.

I used a few paths to first establish the waterline and railing and for the lamp post.
Once the water line was there,
I filled in the rest.

I kept the brush at size between 1 and 3 throughout,
with opacity set to about 50-60% and began to freehand.

The clone tool was also used as well,
to reproduce the ground textures
made with a Bristle and Grunge brush and some of the buildings.

The buildings were simply made by stroking lines at right angles to each other.
The clone tool helped to distribute these building to both sides.

No filters were used,
except for some noise and gaussian blur to the moon's yellow glow.

This kind of render is also very forgiving,
or easy to correct and edit,
due to it mainly being just white and black.

It's pretty much a straightforward rendering,
with no special tools or filters required.

Edit: I made this quick one,
that didn't take very long.
I made about 5 buildings with windows and cloned them to make the city buildings.
Everything else was done freehand.
I did however, use the Ripple filter for the water reflection,
And the blur filter for the moon's glow.
