I used my bubble brush and stroke selection for the effect.

And a gradient layer for the water.

Bubbles are cool no matter how you use them. In my honest opinion anyways.

Here's my take on Bubble Text...

I used the new G'MIC filter 'Patterns > Pack sprites' to create the pattern inside the text.

I made a small grouping of 4 bubbles to use for the G'MiC filter to create the pattern with.

Once the pattern was inside the text, I duplicated it a few times and moved those layers around. Then used a saved text selection to clear the surrounding areas of the bubbles I didn't want. Then colored each layer pink and blue.
I also left a faint outline of the text on another layer, to help show more of the text shape.

The background was simple, I used a blue gradient that went form light blue to dark blue, blurred it a little then did a Colors > Posterize. Then sharpened it for more highlights. Finally, I rotated it clockwise and did a ripple, then rotated it back and cropped to size.

I also darkened the parts of background a little, that showed through the text , by using my saved text selection.

Once the entire image was complete I sharpened it a little more.
