No you should instead look inside your gimp userfolder (C: Users>yourname>gimp-2.8 ) there ,in many build not sure of the official build because is the only i never use , but in almost all other build there is a subfolder called simply "32"
ANYWAY The 32 folder IS NOT strictly NEEDED , you may install on 64bit gimp 32 bit plugin as usual ONLY YOU MUST TAKE CARE OF 32bit PLUGIN WITH INCLUDED 32bit DLL:
if you want install 32bit plugin that consist not only of a single .exe file, but include several dll, then you MUST place everything in a new dedicated folder, and link the folder from gimp Edit>prefrence>Folder> plu-ins
The point is not much keep separate 64 and 32 bit plugin exe , but avoid to miss up dll with identical names yet different because 32 and 64bit
