I tried to make this as an actual template, but it does not retain the guides. So...I just made and saved it and will use it as a template. It is an American standard sized comic art page. I broke it up into 8 even sized panels for more flexibility than the templates I've seen with just six. I then finally learned how to stroke a selection to make comic panels. Then, rather than actually drawing, which I'm still not good at yet-again-ish, I went out and grabbed some Superman pics to create a test page.

I'll attach the GIMP file as well.

Thank you, guys. I always wanted to be a comic book artist growing up. I wanted to draw Spider-Man. But I was just not good enough. Such is life.
