You're on the right track Rod.
I did use the 'Whirl and Pinch plug-in', just before using one other plugin. ;)

Did you use wind on it or displace it somehow to get the streaks? I guessed whirl and pinch almost immediately because I just used it on a galaxy of my own.

Yes!
You guessed it Ek22. :clap
I first used 'Wind', with the layer rotated 90°. Then applied 'Whirl and pinch' after rotating it back. Along with a few layer mode additions and some color enhancement.
That didn't take you guys long to figure out. "Bravo!" :bigthup

You can make some real cool looking galaxies with a soft white brush and Whirl and Pinch. Then use perspective transform for final setting. :)
