It does in some forums typically represent shouting,
or an expression of a strong emotion.
Which could be interpreted as rude.
I don't find it to be something I notice much.
If someone were to us all uppercase in a reply,
or comment.
I might interpret it as stated above,
ie. emotional and or shouting.

Can't say I always notice. I however do in replies and agree it is as shouting.
Considering not every one has good eyesight and titles cannot be put in a larger font maybe that is why some people do it.

It's general knowledge on the internet; ALL UPPER CASE is SHOUTING and can be considered OFFENSIVE. Gimp Chat Site Policy #4 more or less covers this issue.
4. Refrain from using vulgarities and foul language. In other words, use your best judgement here as to not offend forum members. Try to keep it to the same level as what is allowed on the public airwaves and normal conversation.

There's another thread here that has all caps in the subject line. In my opinion it's still rude. It doesn't have to happen here, it can happen on social media platforms as well.
