ok so when im on gimp i open whatever sig that is already saved and than i open what to add this " Image" to my sig do i open a new layer or what oh and i installed gimp gap i put it under scripts

Depending on the background of the sig you want to add it to, may require some combining layers, and layer mode changes. Without having working examples to test, its hard to convey what needs to be done.

Provide both examples, and maybe you'll get more input?
