G'mic has this filter already, I believe it's called "Stylize".

I set-up tensorflow and a neural style network last year. It's a lot of work for little return IMHO.

Why not try the online Deepdream?

I've found the best way to generate interesting images is with 3d fractal software. I use Mandelbulber2 which has keyframing.

Correct but you do have to practice - do it a few times, to get the desired result.
