I suppose the extra spacing between "smoking" and "propane" is an implied comma.

As for the ash tray, I'd assume it's there to encourage people who may have been smoking in their cars, and took their cigarette with them, to put it out on their way in the building.

i would never try the stuff myself, but i'm a passive propane smoker. figure that one out if ya can!
