I also remember a script or plugin that was designed to the same thing. It was a long time ago, I thing before GMIC. I remember trying the script, but other than on the sample pictures, I couldn't get a good result. I probably still have it, if I could only remember the name.

https://www.instapainting.com/ai-painter is a web version that
uses the same technique as mentioned at bottom of page and linked to same github project.

I tried this many times..some turn out cool some not so great.

Also I have tried dual boot from linux to run this program but it took forever to run (I have 4 gig of RAM).

You need to create a simple account with them with email and a password.
If you're worried about using your own email, i have created a dummy gmail account for it to log into aipainter
email: [email protected]
password: guest
If you use the above guest information for login in, just know that you won't be able to get notification email or links to your result, so you'll have to post your result public that way you can check back at the site to your result publicly shown.

I first tried to run it on windows before i made my machine dual boot for linux, i think i ran into dependencies that weren't available on windows (I forgot what they were).
Plus i don't think my machine can run it fast enough, i think i tried it and estimated the time it would take which were around months long.
So I think the web version is pretty good...
I think you should just DO IT :hehe (set it and forget it until you get an email from them...or if you use the guest email account i created you can just save the link where you submit your images, i think they email you that same link when it's done).
