I was wondering if there's any application out there that will allow me to put down a set of numbers like 192,36 | 23,0 | etc: etc: and each number makes a dot in the coordinates specified by the numbers, separated by this symbol (I can not remember the name this symbol) "|"

This is as simple as I need, I'll be doing all the drawings myself by hand after the paper's printed out.

I just installed Euler on Ubuntu, but haven't played with it yet.

The symbol is called a "pipe" among Unix users, and a vertical bar for the others.

If instead of cooking up your own format you use the CSV format, all spreadsheet programs (LibreOffice, or Kcalk) will produce a graphic from it. Gnuplot will also do this kind of things. In a more Gimp-ish way, I have a python script to create paths from CSV files.
