Nice, not downloading it but I'm sure it has more layers than just on and off.
Would be even better if it had some sort of back panel or fasteners, looks little like it would hover in the air.
Oh, and the light should reflect on the wall too but that's nitpicking it's fine!

For the glow, I used Filters> Alpha to Logo> Neon. I made 4 copies and adjusted color on two. I added the brick pattern for the background. I the set frame duration for each frame at a different length.

Here I changed to a more appropriate font:
